This bill amends the Congressional Budget and Impoundment Control Act of 1974 to establish a new process for scoring preventive health savings. Specifically, the bill allows the Director of the Congressional Budget Office (CBO) to determine and project potential budget savings from preventive health care initiatives when requested by key committee leaders. Under this legislation, if the Director finds that proposed legislation would result in net budget reductions through preventive health care, they can create budget projections that extend up to two consecutive 10-year periods beginning 10 years after the current fiscal year. The bill defines "preventive health care" broadly as actions that protect, promote, and maintain health and prevent disease, disability, and premature death, using evidence from various scientific research methods. Importantly, these estimates are intended to be supplementary and cannot be used to determine compliance with existing budget controls. The goal of the bill is to provide a more comprehensive way of evaluating the long-term economic benefits of preventive health interventions by allowing the CBO to consider potential future savings that might result from health-promoting initiatives.
