This resolution declares an emergency situation regarding financial reporting requirements for certain boards and commissions in the District of Columbia. The Board of Ethics and Government Accountability (BEGA) had previously identified approximately 45 boards and commissions whose members would need to file annual financial disclosures, based on authority granted in a 2012 ethics reform act. In May 2025, the Council enacted emergency legislation to delay implementation of these expanded reporting requirements until January 1, 2026, giving themselves time to more fully consider the issue. In July 2025, Council Chairman Mendelson introduced permanent legislation (Bill 26-325) to address the matter. The emergency resolution is necessary because the temporary legislation delaying the reporting requirements will expire on April 3, 2026, and the Council needs additional time to review the permanent legislation. The resolution allows the District of Columbia Boards and Commissions Financial Reporting Emergency Amendment Act of 2025 to be adopted after a single reading, taking effect immediately, to ensure continuity in the implementation of these financial disclosure requirements.
