This bill modifies the Family Empowerment Scholarship Program (FES), a Florida school choice program that allows parents to use state funds to send their children to private schools, by requiring private schools to provide more detailed information to parents before initial student enrollment. Specifically, private schools must now provide written documentation about their academic programs, policies, code of conduct, attendance policies, and a comprehensive list of specialized services and therapies offered. For students with individualized education plans (IEPs), English language learner plans, or 504 plans, schools must also inform parents within 30 days of receiving a private school services plan about what specific modifications, accommodations, and therapies from their original plan will be honored. The bill allows schools to update their specialized services list once per school year or when the school district updates its equitable services list. If a private school fails to meet these requirements, the commissioner may determine that the school is ineligible to participate in the scholarship program. The changes will take effect on July 1, 2026, giving schools ample time to prepare for the new requirements.
