This bill establishes a Washington state Amtrak Cascades passenger rail advisory committee, which will provide information, advice, and recommendations to state departments, the governor's office, and legislative leaders on issues affecting passenger rail service. These issues include improving train performance, station upgrades, on-time performance, connections with other transportation modes, and policy initiatives for intercity passenger rail, all with the goal of benefiting the public, communities, and the environment. The committee will also explore grant opportunities and report on progress towards Amtrak Cascades service goals. Membership will be diverse, including representatives from state agencies, transit, advocacy groups, Amtrak Cascades riders, disability organizations, local governments, BNSF, Amtrak, rail labor, and non-voting legislative members. Members will serve three-year terms, and the committee must meet at least quarterly, with its first meeting by January 2027. The department will provide an annual report on the committee's activities and recommendations.
