This bill establishes the Washington State Amtrak Cascades Passenger Rail Advisory Committee to advise the department on passenger rail matters. Counties with a rail station on the Amtrak Cascades route will appoint members to this committee, with larger counties (over 750,000 population) appointing three members and other counties appointing two. The committee will include representatives from passenger rail user groups, businesses dependent on the rail corridor for commerce, and local government planning bodies, with members serving four-year terms that will be staggered initially starting July 1, 2026. The committee is mandated to meet three times annually with the department's rail, freight, and ports division to discuss passenger rail concerns, and an executive committee will be formed to set meeting agendas based on committee input. The department will also conduct reviews of community input on Amtrak Cascades service, giving prior notice to the advisory committee. Committee members will serve without compensation.
