This bill amends the Agriculture Improvement Act of 2018 to extend and expand the Commission on Farm Transitions-Needs for 2050, a government body studying challenges and opportunities in agriculture. The bill requires the Secretary of Agriculture to establish the Commission within 60 days of enactment and broadens its research mandate to include new topics such as affordable and timely farm transfer mechanisms, apprenticeships, mentoring programs, business training, and technical assistance. The Commission must now also examine state and federal policies (including tax policies), heirs' property and land succession, unique barriers faced by historically underserved and women farmers in transferring or acquiring agricultural assets, and leasing and ownership trends, including those involving foreign entities. Additionally, the bill extends the Commission's reporting deadline to two years after enactment and pushes its termination date from 2023 to 2029, giving the Commission more time to conduct comprehensive research and provide recommendations for the future of American agriculture.
