This bill approves a multiyear contract (No. AGR-25-30000342) with Aramark Management Services, LP for janitorial and environmental cleaning services at the Walter E. Washington Convention Center and the Carnegie Library's exterior grounds. The contract is approved despite typical procurement requirements and has a total value not to exceed $39,241,788.60. The bill is being enacted under emergency provisions of the Home Rule Act, which allows the Council to bypass standard procurement practices in urgent situations. The contract approval is authorized by section 451 of the Home Rule Act and goes against section 202 of the Procurement Practices Reform Act. The act will take effect after mayoral approval (or Council override of a potential mayoral veto) and will remain in effect for a maximum of 90 days, which is standard for emergency legislative acts in the District of Columbia. The Council has also adopted the fiscal impact statement from the Chief Financial Officer as required by general legislative procedures.
