This bill, titled the Haiti Economic Lift Program Extension Act, extends duty-free treatment for goods imported from Haiti under the Caribbean Basin Economic Recovery Act, a program designed to provide economic benefits to Caribbean nations. Specifically, it modifies existing rules by setting the "applicable percentage" for certain apparel imports at 60 percent or more and limiting preferential treatment to no more than 1.25 percent of total U.S. apparel imports based on square meter equivalents. The bill also adjusts the frequency of these quantitative limitations, allowing them to apply in any of the succeeding one-year periods rather than a fixed number of periods. Crucially, the duty-free treatment is extended until December 31, 2028. Furthermore, the bill allows for the restoration of preferential treatment for certain articles from Haiti that were previously eligible but lost that status due to changes in the Harmonized Tariff Schedule, a system used to classify imported goods. It also permits retroactive application of these benefits for certain "covered articles" (articles from Haiti) that were entered into the U.S. after September 30, 2025, and before the bill's enactment, allowing for liquidation or reliquidation as if they were entered on the enactment date, with any owed amounts to be paid without interest.
