This bill establishes a wastewater infrastructure and drinking water program effective April 1, 2026, designed to provide financial assistance to local municipalities for replacing and rehabilitating their drinking water, storm water, and sanitary sewer systems. The program will offer grants to municipalities to help fund initial planning for eligible Clean Water State Revolving Fund (CWSRF) water quality projects, with a focus on specific priority areas such as projects required by environmental consent orders, State Pollutant Discharge Elimination System (SPDES) permits, wastewater system upgrades, addressing failing septic systems, and resolving watershed pollution concerns. The program is specifically limited to public entities like counties, cities, towns, villages, and public authorities, and expressly excludes systems under private entity control. The commissioner of environmental conservation, in collaboration with the environmental facilities corporation, will develop regulations to ensure equitable distribution of aid. Funding can be used for engineering reports, planning activities, environmental reviews, and scoping water quality issues, but explicitly cannot cover design or construction costs. The bill will take effect 120 days after becoming law.
