Law 2- 142; D.C. Official Code§ 1-523.01), and pursuant to section 3a of the Housing Production Trust Fund Act of 1988, effective June 8, 1990 (D.C. Law 8-133; D.C. Official Code§ 42-2802.01), I am pleased to nominate the following individual: Mr. Stephen Glaude 15th Street, NW Washington, DC 20024 (Ward 2) for appointment as a representative of the low-income tenant association member of the Housing Production Trust Fund Board, filling a vacant seat formerly held by James Knight, for a term to end January 14, 2029, and for designation as Chairperson of the Housing Production Trust Fund Board, replacing Susanne Slater. Enclosed, you will find biographical information detailing the experience of the above-mentioned nominee, together with a proposed resolution to assist the Council during the confirmation process. CNHED also obtained increases in Local Rent Support Supplement, Permanent Supportive Housing, Small Business Technical Assistance and the District’s Great Streets programs. These gains were obtained at a time when Public Safety, Education, Human Services and large-scale Economic Development underwent budgetary reductions. Duties include resource development, public policy management, personnel management, communications and public relations and day to operations management. • Increased organizational budget from $750,000 to 13 million annually. • Led affordable housing advocacy, resulting in 1.5 billion in investments in the District’s Housing Production Trust Fund (HPTF) • Launched Anchor Institutions Initiative targeting area Universities and hospitals to provide over 250 million in procurements to African American owned business in the District of Columbia • Launched Asset Policy Project to identify barriers to asset development among lower income populations. • Launched Elevate small business executive training program with George Washington Graduate School of Business. • Designed a Landlord Partnership Project to provide protections for landlords taking higher risks to lease up lower income families. Director of the Office of Community Affairs - District of Columbia - 2011 - 2014 Reported directly to the Mayor of Washington, managed 13 agencies including Neighborhood Engagement, Veterans Affairs, Religious Affairs, Volunteerism, Returning Citizens, Women’s Policy, all cultural outreach offices, and others. Created the nation’s 1st Returning Citizen’s Resource Center, developed the City’s first GBLT youth homelessness program, created new data base to track citizen service requests. Successfully closed out over 7,000 citizen complaints/requests for service. Director of Constituent Services - Council of the District of Columbia - 2009 -2011 Reported directly to the Council Chairman on matters pertaining to intergovernmental affairs. Was responsible for all constituent matters. Successfully satisfied the completion of over 3,000 citizen complaints and service requests. President & CEO - Men Can Stop Rape, Inc. - Washington, DC - 2007-2009 Secured over 3 million dollars in first time contracts or grants and within the first six months increased the organizational funding by two hundred percent. Collaborated with Board members on strategic planning, budget, fundraising and financial management. I was responsible for the oversight of program and staff development, policy, and procedures. Men Can Stop Rape craft the comprehensive Sexual Assault Prevention Strategy for each of the five branches of the U. S. Military. We also developed the Sexual Assault Prevention Social Marketing Campaign for the U. S. Department of Defense. Director of Development - Gospel Rescue Ministries of Washington, DC (GRM) - 2004-2007 Developed and implemented special projects and initiatives such as the first Annual DC Recovery Weekend (a historical partnership including thirty-four service providers, local public agencies, and private interests). I led the completion of certification for all eligible agency programs creating over one million dollars of new income. I successfully converted services from no-cost to fee reimbursement and diversified income sources to include local government, corporations, philanthropy, and other major donors resulting in a 150% revenue increase. Founder/President & CEO - SG Associates - Washington, DC - 1998 - 2004 Responsible for the provision of marketing, lobbying, strategic planning, government relations, special project management and business development services. Provided technical assistance to various Federal government agencies. Conducted independent evaluations and, subsequently, designed and implemented technical assistance projects for the U.S. Departments of Justice, HUD, the Department of Health and Human Services and the Office of Community Services. Consulted with and raised over thirty-million dollars for clients for Community Economic Development Projects. I facilitated over forty strategic plans for local governments, nonprofit organizations, and the Federal government. President & CEO - The National Congress for Community Economic Development (NCCED) - Washington, DC - 1993 - 1998 - Responsible for fundraising, public education, legislative affairs, program development, technical assistance, strategic planning and staff development. I increased the organizations’ annual funding from $800,000 to over $3 million in two years. Negotiated and obtained millions in competitive Federal contracts. I founded National Community Economic Development Day, a nationally coordinated public education effort for the Community Economic Development Field. Special Assistant to the President - The White House Office of National Drug Control Policy - Washington, DC - 1992 - 1993 - Reported to the Drug Czar. Monitored nationwide efforts, developed new initiatives, and recommended policy to the President regarding demand reduction efforts. Conducted the first White House sponsored national conference on Weed and Seed with an emphasis on community development. Deputy Under Secretary for Intergovernmental Relations - U.S. Dept. Housing & Urban Development Washington, DC - 1990 - 1992 Responsible for managing the Departments’ major technical assistance projects. I represented the Department as a liaison to the Nations’ Governors, Mayors, other state and local elected officials, trade associations and public interest groups. I redesigned the departmental process for developing new program regulations, resulting in broader support for Secretarial initiatives.
