This bill amends the Pennsylvania Amber Alert System Law to expand and rename the existing alert systems, adding a new Pennsylvania Purple Alert System designed to help locate individuals with specific intellectual, developmental, cognitive, or neurological conditions who are at special risk of harm. The new Purple Alert System would assist in recovering missing individuals with conditions such as autism spectrum disorder, Alzheimer's disease (under age 60), dementia (under age 60), traumatic brain injury, and similar impairments, by providing prompt public notifications to law enforcement and other agencies. The bill also extends Good Samaritan immunity protections to people who provide assistance in response to Amber Alerts, Missing Endangered Person Advisories, and the new Purple Alert System, protecting them from civil liability except in cases of intentional harm, gross negligence, or willful misconduct. The law will take effect 60 days after its passage, and updates the title of the original act to reflect the expanded scope of alert systems.
