This bill, titled the "Housing Our Communities Act," establishes a competitive grant program administered by the Secretary of Housing and Urban Development to support affordable housing planning and implementation. Within one year of enactment, the Secretary will award grants to eligible entities, which include states, insular areas, metropolitan cities, urban counties, and regional planning agencies or consortia. These entities can use the funds for various activities such as developing housing plans, improving housing strategies, updating zoning codes, increasing capacity for housing inspections, reducing barriers to housing supply and affordability, and developing community development plans that aim to increase affordable housing availability, improve access to public transportation, and advance sustainable development goals. The bill also clarifies that funds can be used for new housing construction and for government buildings as part of natural hazard mitigation projects, with a limit of 10% for administrative costs. The Secretary is also directed to coordinate with the Federal Transit Administrator where practical.
