Bill Summary

Under current law, the Department of Health Services and the Department of Employee Trust Funds may contract with a data organization to request health care claims information from insurers and administrators and to perform other duties specified under current law. Currently, DHS contracts with the Wisconsin Health Information Organization (WHIO) to collect this data and perform these duties. The bill directs DHS to award a onetime grant to WHIO, as the contracted data organization, to establish an online dashboard of health care claims information and to onboard new payer data and increases an appropriation to DHS for that purpose. The bill also increases an appropriation to DHS to support the contracted data organization’s increased operational costs. The bill provides that if other legislation relating to mandatory participation in WHIO does not become law during the 2025 legislative session, the provisions in this bill are void. For further information see the state fiscal estimate, which will be printed as an appendix to this bill. LRB-5021/1 JPC&SWB:skw 2025 - 2026 Legislature SENATE BILL 797

AI Summary

This bill provides funding and support for the Wisconsin Health Information Organization (WHIO), a data organization that collects and manages health care claims information. Specifically, the bill directs the Department of Health Services (DHS) to award a one-time grant of $600,000 in fiscal year 2026-27 to WHIO to establish an online dashboard of health care claims information and integrate new payer data. Additionally, the bill increases DHS appropriations by $1,380,000 in fiscal year 2025-26 and $1,560,000 in fiscal year 2026-27 to support WHIO's increased operational costs. The bill includes a contingency provision that makes these provisions void if companion legislation mandating WHIO participation does not become law during the 2025 legislative session. This legislation aims to enhance transparency and accessibility of health care claims data by creating a centralized, online dashboard while providing financial support for the organization managing this data.
