This bill aims to improve the efficiency of services for individuals with developmental disabilities by streamlining how community residential service business providers, which are businesses that offer housing and support to these individuals, are monitored and overseen. The legislature has found that these providers, serving a significant majority of clients in residential services, are often subjected to multiple, overlapping audits and reporting requirements from various parts of the Department of Social and Health Services (DSHS) and other oversight bodies. This duplication diverts resources from direct client care and creates inefficiencies. Therefore, the bill intends for DSHS to identify and eliminate redundant or conflicting requirements, consolidate similar reviews, and improve data sharing between its divisions to reduce the administrative burden on providers. Specifically, the bill establishes that DSHS can conduct no more than one annual routine review per provider covering areas like client finances, service plans, federal compliance, community integration, provider finances, and general quality assurance, unless the review is related to specific investigations, incident reports, or is otherwise mandated by law. Additionally, DSHS must adopt rules or policies to ensure document and record sharing between its divisions to prevent providers from having to submit the same information multiple times, with exceptions for ongoing investigations or situations where confidentiality prevents sharing.
