This bill aims to improve the efficiency of services for individuals with developmental disabilities by streamlining how community residential service business providers, who care for most clients in residential settings, are monitored and overseen. The bill establishes that the department can conduct only one annual routine review per provider for specific areas like client finances, service plans, federal compliance, community integration, provider finances, and general quality assurance, and will combine these reviews where possible. However, this limitation does not apply to investigations by adult protective services, incident reports, complaint investigations, citation follow-ups, mortality reviews, or oversight required by federal or state law. Additionally, the department will implement rules or policies to ensure document and record sharing between its divisions to avoid multiple requests for the same information from providers, with exceptions for ongoing investigations or when confidentiality prevents sharing.
