This bill aims to improve the efficiency of services for individuals with developmental disabilities by streamlining the monitoring and oversight of community residential service business providers, which are crucial for helping these individuals live safely and independently. Currently, these providers face numerous audits and reporting requirements from various parts of the Department of Social and Health Services (DSHS) and other oversight bodies, leading to duplicated efforts and diverting resources from client support. The legislature intends for DSHS to consolidate similar reviews, eliminate redundant or conflicting requirements, and improve data sharing between its divisions to reduce the administrative burden on providers. Specifically, the bill mandates that DSHS conduct no more than one annual routine review per provider for areas like client finances, service plans, federal compliance, community integration, provider finances, and general quality assurance, unless it involves investigations, incident reports, or federally mandated activities. Furthermore, DSHS must establish policies to ensure document and record sharing among its divisions to prevent providers from having to submit the same information multiple times, with exceptions for ongoing investigations or situations where confidentiality prevents sharing.
