The legislation aims to promote transparency by requiring operators to clearly and continuously disclose that these chatbots are artificial and not human, with more frequent reminders for minors. It also mandates safeguards to detect and respond to users expressing suicidal ideation or self-harm, referring them to crisis resources, and prohibits the generation of content that encourages self-harm. For minors, additional protections include preventing sexually explicit content and manipulative engagement techniques designed to foster emotional dependency or isolate them from support systems. The bill also clarifies that violations of these regulations are considered unfair or deceptive business practices under the state's consumer protection act and will take effect on January 1, 2027.
