Scissor stairs are defined as two separate stairways that are enclosed independently and divided by fire-resistant materials, each providing a distinct exit. The advisory group's recommendations must consider public health, safety, and welfare, as well as the cost of construction, and must be submitted in time for the council to incorporate them into the 2027 update of the state building code. This provision will expire on January 1, 2031.
