This bill mandates that the state building code council establish a technical advisory group to propose changes to the international building code, specifically to permit the use of "scissor stairs" in buildings with more than two permanent dwelling units that contain sleeping areas. Scissor stairs are defined as two connected stairways, each with its own exit, that are separately enclosed and separated by fire-resistant walls. The advisory group's recommendations must consider public health, safety, and welfare, as well as the cost of construction, and must be submitted in time for the council to incorporate them into the 2027 update of the state building code. This provision will expire on January 1, 2031.
