This bill updates regulations for self-service storage facilities by allowing rental agreements to be delivered and executed electronically, meaning they can be sent and signed digitally. If an occupant provides an email address, the storage facility owner must send the rental agreement via both email and first-class mail. Furthermore, if an occupant continues to use the storage space for at least 30 days after receiving a rental agreement without signing it, their continued use will be considered acceptance of the agreement. The bill also clarifies that rental agreements can include a provision informing occupants that their personal property can be disposed of if left at the facility more than five days after their rental agreement ends. Importantly, after receiving a written notice of termination or nonrenewal, occupants have at least 25 days to remove their belongings, and during this period, the owner can impose reasonable restrictions on access, such as limiting entry to only during office hours for the purpose of removing property, and may then dispose of any remaining items.
