This bill establishes the Veterans' Housing Provider Incentive Program, which will provide grants to eligible organizations to support permanent housing for veterans. These organizations must be recognized by the IRS as tax-exempt under Section 501(c)(3) and have a core mission of providing permanent housing for veterans. The grants can be used for housing provider incentives, risk mitigation payments, and to cover past rental debt for homeless veterans. A dedicated fund, the Veterans' Housing Provider Incentive Fund, will be created to receive money from state, federal, and private sources. The bill also mandates a transfer of $90,000 from the Department of Public Safety's Sports Wagering program to this fund by June 30, 2027, and requires the Maine Bureau of Veterans' Services to report annually on the grants awarded and how the funds are used.
