This bill transfers sole authority for the Medicaid school-based services program, which provides medically related services to students eligible for federal Medicaid benefits, to the Agency of Human Services, while the Agency of Education will coordinate with statewide education policy and communicate with supervisory unions. A new School-Based Medicaid Reimbursement Fund will be established to receive federal reimbursements, with 55 percent of these funds allocated to supervisory unions based on their submitted reports and claims, and up to 25 percent available for the administrative costs of both the Agency of Human Services and the Agency of Education. The bill also modifies how these federal reimbursements are distributed and used, with supervisory unions and school districts expected to use the funds for administering the program and delivering medically related services, and for prevention and intervention programs. This act will take effect on July 1, 2026.
