This bill, titled the "Heroes Reward Program," authorizes certain public employers to offer a one-time payout of an employee's accrued sick leave and annual leave, or a combination of both, to assist them in purchasing a primary residence, which is defined as the dwelling the employee intends to occupy as their main home. To qualify, the employee must have a fully executed purchase agreement and a final closing statement, retain at least 21 days of sick leave after the payout, and be able to redeem any requested annual leave without a cap, provided other requirements are met. The payout is a one-time, nonrefundable benefit, separate from other leave programs, and is paid at the employee's current base rate, subject to taxes, but not for retirement calculations. If the home purchase doesn't close, the funds are returned, and the employee's leave balances are restored. The Department of Management Services will create rules for this program, and political subdivisions can implement it through local ordinances or agreements, though no public employer is required to offer this benefit.
