This bill amends existing law to allow port districts and port development authorities to use available funds to purchase zero and near zero emission cargo handling equipment and the infrastructure needed to support it, for use by the port, its authorities, or its tenants and lessees. The bill clarifies that "fully automated marine container cargo handling equipment," defined as equipment operated or monitored remotely with or without human intervention, cannot be purchased with these funds. A port development authority is defined as a public development authority created by one or two port districts. Importantly, the previous expiration date of December 31, 2031, for this provision has been removed, making the allowance for purchasing zero and near zero emission equipment permanent.
