This bill amends existing law to clarify how port districts, which are governmental entities responsible for operating ports and related facilities, can use their funds for purchasing zero and near zero emission cargo handling equipment, meaning equipment that produces very little or no pollution. Specifically, the bill allows these funds to be used for such equipment and the necessary supporting infrastructure for the port, its tenants, or lessees, but it explicitly prohibits the use of these funds for "fully automated marine container cargo handling equipment," which is defined as equipment operated or monitored remotely, even if human intervention is involved. The bill also removes an expiration date that was previously set for December 31, 2031, making these provisions permanent.
