This bill amends existing law concerning access to adjoining property for improvements or repairs by broadening the definition of a "state entity" to include any state department, division, agency, office, public authority, or public benefit corporation, along with their affiliates and subsidiaries, and by modifying the insurance requirements for those accessing the property. Previously, the law required the licensee and any contractors to procure and maintain commercial general liability insurance naming the adjoining owner as an additional insured, but this bill shifts the focus to the licensee providing the adjoining owner with documents that confirm they and their contractors maintain such insurance, and importantly, that these documents are sufficient for the adjoining owner to make a third-party claim if damage occurs to their property or persons on it.
