This bill increases the number of retail liquor licenses that a person or persons holding a majority ownership interest in a liquor manufacturer can also hold a majority ownership interest in, from three or six to twelve, depending on the scale of the manufacturing operation. Importantly, it clarifies that any retail liquor licenses (issued under chapter 43) that were obtained on or before May 23, 2025, are exempt from these new ownership limits, meaning those existing licenses will not count towards the new total of twelve. This change is intended to address situations where manufacturers licensed before a recent law took effect on May 23, 2025, which limited the number of retail licenses they could hold, might now be in violation and could be forced to sell their businesses.
