This bill, known as the "dollars for diesels act," directs the Commissioner of Environmental Conservation, in collaboration with the New York State Energy Research and Development Authority (NYSERDA), to establish a program offering financial incentives to owners of older diesel-powered trucks and vans. Specifically, it targets "heavy-duty diesel-powered vehicles" (those over 26,000 pounds) and "medium-duty diesel-powered vehicles" (those between 14,000 and 26,000 pounds) that are model year 2010 or older. To qualify for these incentives, which can be cash payments, grants, or vouchers, owners must retire these older vehicles and replace them with new diesel-powered vehicles from model year 2024 or newer that meet current emission standards. The older vehicle must have been registered in New York for at least three consecutive years prior to the model year of the replacement vehicle, be in operable condition, and part of a functioning fleet. The program will utilize existing state and federal funds designated for reducing diesel emissions and promoting clean transportation, and the Commissioner will report annually on its progress.
