This bill amends the general business law to restrict youth sports operators and youth sports facilities from prohibiting parents and guardians from taking in-person recordings or photographs of their children, defining "youth sports facility" as any venue hosting athletic events for participants under eighteen, "youth sports operator" as any entity organizing such events, and "in-person recording or photography" as personal video or still photography captured from within the facility, excluding livestreaming or professional filming. The bill prohibits these entities from preventing parents from recording their own child, requiring them to purchase services to do so, conditioning participation on waiving this right, or confiscating personal devices used for this purpose. However, operators and facilities can implement reasonable, content-neutral safety-based restrictions, such as those preventing interference with play or obstruction of views, and must post clear notices informing parents of their rights, which will also appear in registration materials or codes of conduct. Any contracts or policies attempting to waive or restrict this right will be void, and while operators can offer photography or video services for sale, they cannot use these services to interfere with a parent's right to take their own recordings or photographs.
