Importantly, these organizations and facilities cannot penalize attendees for creating personal media, nor can they require the separate purchase of a "professional media package"—defined as any commercially offered subscription, pay-per-view, photography service, or streaming product—as a condition for participation or admission. However, restrictions on recording are permitted if they are based on documented safety or privacy concerns unrelated to commercial interests, apply to areas not open to the general public like locker rooms, or are uniform restrictions for all attendees not tied to purchasing a professional media package. The bill also specifies that these provisions do not prevent exclusive commercial broadcasting arrangements, as long as they don't prohibit personal media recording, and do not alter existing laws regarding the commercial use of a minor's image or likeness, with exceptions for interscholastic athletic programs and programs organized by the U.S. Olympic and Paralympic Committee.
