This bill amends the general business law to ensure that youth sports operators and youth sports facilities, which are defined as venues hosting athletic events for participants under eighteen and entities that organize such events respectively, cannot prevent parents and guardians from taking in-person recordings or photographs of their own children using personal devices. "In-person recording or photography" specifically excludes livestreaming, broadcasting, or professional-grade filming. While prohibiting mandatory purchases of photo or video services as a condition for parents to record their children, the bill allows these operators and facilities to implement reasonable, content-neutral restrictions for safety reasons, such as preventing interference with play or obstruction of views, and to comply with privacy laws or court orders. Furthermore, youth sports organizations must post notices informing parents of their rights and include this information in registration materials, and any contract or policy attempting to waive this right will be void.
