This bill allows counties and municipalities to authorize code enforcement officers to enforce certain boating regulations, specifically those concerning vessels at risk of becoming derelict (meaning abandoned or in disrepair and posing a hazard) and long-term anchoring permit requirements, but any such local ordinances must first be reviewed and approved by the Fish and Wildlife Conservation Commission (FWC), which will also create rules for this process. Additionally, the bill revises an exemption for certain vessels from anchoring limitations in Monroe County, reducing the required availability of new moorings from 100 to 60 before the exemption ends, and it grants municipalities and counties the ability to establish extended boating-restricted areas, such as those around blind corners, provided these areas are clearly marked and approved by the FWC. Finally, the bill makes conforming changes to existing laws regarding penalties for boating infractions and the use of uniform boating citations to include these newly authorized code enforcement officers.
