This bill prohibits the use of certain public properties, including public parking lots, vacant lots, garages, public and private school campuses, and tax-exempt religious institution property, as "staging areas" – places used to assemble, mobilize, and deploy personnel and equipment – for civil immigration enforcement activities. It requires state and local governments to identify such publicly owned properties that have been or are likely to be used for these purposes. Operators of public parking lots and school campuses must implement physical barriers and procedures to prevent such use, and report any attempted or actual use to their supervisors, who must then report it to local government officials and law enforcement. Additionally, the Department of Safety, in consultation with the Attorney General, will create and distribute public information about individuals' rights when federal agents enter property. These provisions do not apply to lawful judicial warrants, criminal law enforcement, or other lawful activities on the specified properties.
