This bill prohibits the use of certain public properties, including parking lots, vacant lots, and garages owned by the state or local governments, as well as public school campuses and property owned by tax-exempt religious institutions, for civil immigration enforcement activities such as assembling or deploying personnel and equipment, referred to as "staging areas," processing locations, or operations bases. It also requires state departments and agencies to create and make publicly available materials explaining the rights of individuals when encountering federal agents, and mandates that responsible parties for public school and religious institution properties implement procedures to report any attempted or actual use of these locations for such enforcement activities to local government officials and law enforcement. Importantly, this bill does not interfere with lawful judicial warrants, criminal law enforcement, or the general use of state property for other purposes.
