This bill requires county legislative bodies in Tennessee to formally adopt their own written rules of procedure, which are defined as regulations governing how the body conducts its internal business, within 90 days of a new body being elected, and these rules must be approved by a majority vote. Any changes to these adopted rules later in the term will require a higher threshold of a two-thirds majority vote for approval. If a situation arises that isn't covered by the local rules, the proceedings will default to the latest edition of Robert's Rules of Order, a widely recognized manual for parliamentary procedure. This measure aims to ensure that county legislative bodies have clear, established procedures for their operations.
