This bill requires county legislative bodies in Tennessee to formally adopt their own written rules of procedure, which are defined as regulations governing the internal business of the body, within 90 days of a new body being elected, and these rules must be approved by a majority vote. If a county legislative body already has rules in place, they will serve as temporary rules for the newly elected body until new ones are adopted. Any changes to these adopted rules during the term will require a higher threshold of approval, specifically a two-thirds majority vote. In situations where the local rules of procedure do not cover a particular issue, the latest edition of Robert's Rules of Order, a widely recognized manual for parliamentary procedure, will be used as the default guide.
