This bill updates Maryland law to include digital publications as valid outlets for legal advertisements or notices, alongside traditional print newspapers. It redefines terms like "newspaper" or "newspaper in general circulation" to encompass both print and digital formats, provided they meet specific criteria. For digital publications, these criteria include employing staff to create original content on public interest matters, having at least one full-time employee residing within 50 miles of the publication area who gathers or reports local news, publishing at least one article per week on local public interest matters for the preceding 12 months, and for tax-exempt organizations, declaring a mission of local news coverage and not receiving a majority of their income from political action committees or certain other tax-exempt organizations. Additionally, digital publications must maintain an accessible archive of all published legal notices and be accessible within the required county or municipality. The bill also clarifies that the publication timeline for legal notices begins on the date the first advertisement or notice appears in either print or digital format.
