This bill requires each County Board of Education in Maryland to develop and adopt a policy that either prohibits or limits the use of personal electronic devices by students during school hours, defining "personal electronic device" as any portable electronic device for individual use like smartphones, tablets, laptops, smartwatches, or smartglasses. Specifically, the policy must prohibit such use for elementary and middle school students, while only limiting it for high school students, with exceptions allowing use for purposes documented in a student's Individualized Education Program (IEP) or Section 504 Plan, to monitor documented health issues, or when directed by an educator for educational purposes. The adopted policy must be published online and in student handbooks, reviewed every two years by the Department of Education for elementary and middle schools and by the County Board for high schools, and each County Board must establish enforcement policies and procedures, including disciplinary measures for violations.
