This bill requires each County Board of Education in Maryland to develop and adopt a policy that either prohibits or limits the use of personal electronic devices by students during school hours, defining "personal electronic device" as any portable electronic device for individual use like smartphones, tablets, laptops, smartwatches, or smartglasses. Specifically, the policy must prohibit elementary and middle school students from using these devices during school hours, while high school students would face limitations on their use. However, students are still permitted to use personal electronic devices for purposes outlined in their Individualized Education Program (IEP) or Section 504 plan, to monitor or address documented health issues, or when an educator or administrator directs their use for educational purposes. The adopted policy must be published online and in student handbooks, and reviewed every two years by the Department for elementary and middle schools, and by the County Board for high schools. Furthermore, County Boards must establish enforcement policies and procedures, including disciplinary measures for violations, which could include in-school suspensions.
