Bill Summary

This bill authorizes the Chief Administrator (chief administrator) of the New Jersey Motor Vehicle Commission (commission) to issue special registered nurse license plates. The bill provides that the design of the registered nurse license plate is to display the caduceus symbol, along with the words "Registered Nurse." The chief administrator is to select the design and color scheme of the registered nurse license plates. In addition to all fees otherwise required by law for the registration of a motor vehicle, there is an application fee of $50 for the registered nurse license plates. The chief administrator is required to annually certify the average cost of producing, issuing, renewing, and publicizing the availability of the specialty license plates. If the average cost per plate exceeds $50 in two consecutive fiscal years, the chief administrator may discontinue the license plate program. The bill requires the Director of the Division of Budget and Accounting (director) to determine the source of initial funding for the costs of the license plate program. The commission is not required to design, produce, issue, or publicize the availability of the license plates or make programming changes until the director specifies the initial funding source.

AI Summary

This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission (the agency that handles driver's licenses and vehicle registrations) to create and issue special license plates for registered nurses. These plates will feature the caduceus symbol, a medical emblem, and the words "Registered Nurse," with the Chief Administrator deciding the specific design and colors. To get these special plates, individuals will need to pay a $50 application fee in addition to regular vehicle registration fees. The bill also includes a provision to discontinue the program if the average cost of producing and managing these plates exceeds the $50 fee for two consecutive years. Before the program can begin, the Director of the Division of Budget and Accounting must identify a state funding source to cover the initial costs of designing, producing, and publicizing the plates, and the Motor Vehicle Commission cannot start any work on the plates until this funding is secured. The program will become active 13 months after the funding source is identified, but it will expire if the funding isn't identified within 12 months of the bill becoming law.
