Bill Summary

This bill would require the Department of Environmental Protection to construct, cause to be constructed, or enter into long-term contracts with the owners of private marinas to provide for, public boat access to any State-owned or county-owned lake or reservoir at which boats with or without onboard motors are allowed. Any contract entered into with an owner of a private marina would be subject to a public bidding process

AI Summary

This bill requires the Department of Environmental Protection (DEP) to ensure public access for boats to any lake or reservoir owned by the State or a county where boats, with or without motors, are already permitted. The DEP has two years from the bill's enactment to either build this access itself, have it built, or enter into long-term agreements with private marina owners through a public bidding process. If the DEP cannot provide public boat access for any of these locations, the commissioner must report to the Governor and the Legislature, explaining why and detailing any necessary funding if the issue is a lack of money.
