Bill Summary

This bill allows the use of a placard issued to an honorably discharged veteran to permit a veteran to be exempt from paying a parking meter fee when driving or traveling as a passenger in a motor vehicle regardless of the vehicle's ownership. The exemption does not apply to instances when the motor vehicle is parked for more than 24 hours at one location where the motor vehicle is subject to a fee. Current law permits disabled veterans and Purple Heart recipients to be exempt from paying parking meter fees when the disabled veteran's or Purple Heart recipient's vehicle is parked in a single location for a period of no more than 24 hours and the vehicle displays a disabled veteran or Purple Heart recipient license plate or placard issued by the New Jersey Motor Vehicle Commission.

AI Summary

This bill expands the existing exemption from municipal parking meter fees to include honorably discharged veterans, in addition to disabled veterans and Purple Heart recipients. Previously, this exemption applied only to disabled veterans and Purple Heart recipients when their vehicles, displaying specific license plates or placards issued by the New Jersey Motor Vehicle Commission (MVC), were parked for no more than 24 hours in one spot. The new provisions allow any honorably discharged veteran to use a placard issued by the MVC to receive this parking meter fee exemption, regardless of who owns the vehicle, as long as the veteran is either driving or a passenger. However, this exemption will not apply if the vehicle is parked for over 24 hours in a single location where parking meter fees are charged. The Chief Administrator of the MVC is tasked with creating the necessary rules and regulations for issuing these new placards for honorably discharged veterans.
