This bill establishes a "Fleet Conversion Task Force" within the Department of Environmental Protection (DEP) to study and recommend strategies for modernizing motor vehicle fleets by transitioning to zero-emission, near zero-emission, and other emission-reducing technologies, operational efficiencies, and resilience strategies, aligning with the state's greenhouse gas reduction goals. The task force will investigate challenges faced by fleet owners and operators in this transition, including fiscal impacts on small businesses, fleet reliability, and workforce needs, and will coordinate with stakeholders to develop a cost-effective ecosystem for this shift. Composed of 15 members, including state commissioners, agency heads, and public appointees with expertise in zero-emission vehicles, environmental justice, labor, and automotive manufacturing, the task force will hold public hearings and solicit feedback from a wide range of entities, such as public fleets, trucking companies, utilities, environmental organizations, and local governments. The DEP will provide administrative and staff support, and the task force will report its findings and recommendations, including whether to extend its term or convert it to a permanent advisory council, to the Governor and Legislature within 18 months of its organizational meeting, after which it will dissolve.
