Bill Summary

This bill establishes a minimum student to employee ratio for calculating State support for employee fringe benefit costs at four-year public institutions of higher education. The bill directs the Director of the Division of Budget and Accounting in the Department of the Treasury, when determining a four-year public institution of higher education's number of State-funded full-time employee positions for which the State pays fringe benefit costs, to ensure that the number of State-funded full-time positions does not exceed a ratio of nine full-time equivalent enrolled students for every one full-time employee position. The bill further provides that nothing in the bill's provisions is to be construed to prohibit the director from using, for any one four-year public institution of higher education, a ratio of full-time employee positions to full-time equivalent enrolled students that is less than nine-to-one when determining the number of State-funded full-time employee positions. The number of State-funded full-time employee positions at any one four-year public institution of higher education is not to exceed the number of employees at the institution.

AI Summary

This bill establishes a maximum student-to-employee ratio for calculating how much state funding four-year public colleges and universities receive for employee fringe benefits, which are costs like health insurance and retirement. Specifically, the Director of the Division of Budget and Accounting, a state official responsible for managing state finances, must ensure that for every one full-time employee position that the state pays fringe benefits for, there are no more than nine full-time equivalent enrolled students. "Full-time equivalent enrolled students" refers to the total number of students enrolled, adjusted to reflect full-time attendance. The bill clarifies that this nine-to-one ratio is a maximum and the Director can approve a lower ratio, meaning more employees per student, if deemed appropriate for a specific institution, but the number of state-funded positions cannot exceed the actual number of employees at the institution. This new rule will apply starting with the first full academic year after the bill becomes law.
