This bill directs the Tennessee Department of Safety to create and design a special blue envelope for drivers who have a developmental or intellectual disability, which are defined as having the same meaning as in Section 52-1-101 of Tennessee law. This blue envelope will be used to hold a driver's essential documents, such as their driver's license, vehicle registration, and a contact card. Importantly, the exterior of the blue envelope will feature communication guidelines intended to help law enforcement officers recognize and adapt their approach when interacting with drivers who have these disabilities. Starting January 1, 2027, individuals with a developmental or intellectual disability can request one of these blue envelopes from a driver services center or county clerk's office, and the Department of Safety is responsible for ensuring their availability statewide. The department is also authorized to create rules to implement this new provision, following the Uniform Administrative Procedures Act.
