This bill mandates that the Tennessee Department of Safety develop and design a special blue envelope for drivers who have a developmental or intellectual disability, which are defined as conditions having the same meaning as in Section 52-1-101 of Tennessee Code Annotated. This envelope will be used to hold a driver's essential documents, such as their driver's license, vehicle registration, and a contact card. Crucially, the exterior of the blue envelope will feature communication guidelines specifically created to help law enforcement officers recognize and adapt their approach when interacting with drivers who have these disabilities. Starting January 1, 2027, individuals with a developmental or intellectual disability can request one of these blue envelopes from a driver services center or county clerk's office, and the Department of Safety is responsible for ensuring their availability across the state. The Department of Safety is also authorized to create any necessary rules to implement this new part of the law, following the Uniform Administrative Procedures Act.
