This bill requires state agencies to disclose their use of "automated employment decision-making tools," which are defined as software that uses algorithms or artificial intelligence to automate or replace human decisions about employment matters like hiring, promotions, and discipline, but excludes basic office management software. State agencies must publish a list of these tools on their websites, including a description, the date of use, and their purpose. The bill also explicitly states that using these tools will not diminish the rights of state employees covered by collective bargaining agreements, nor will it lead to job loss, reduced hours, or the impairment of existing union contracts. Additionally, a study committee will be formed to examine the impact of these disclosure requirements on state employees and to explore the possibility of extending similar disclosure and protection rules to municipal employees, teachers, and employees of public higher education institutions. This committee, composed of representatives from various government bodies, unions, and experts, will report its findings and recommendations by December 15, 2028, and the bill will take effect on July 1, 2026.
