This bill allows the Department of Human Services (DHS) to provide general public assistance to residents who are not otherwise covered by existing programs and cannot support themselves or their dependents during a state of emergency declared by the Governor. To be eligible, individuals must be bona fide residents of Hawaii, provide a Social Security number or proof of application, and meet income criteria set by the DHS. Specifically, adults aged 18-65 must be determined needy, unable to meet eligibility for federal Supplemental Security Income (SSI) or its successor programs, and unable to engage in substantial gainful activity (meaning work that earns at least the amount set by Social Security Administration guidelines) due to the declared emergency. The assistance amount will not exceed the monthly federal SSI benefit for Hawaii, and recipients who fail to comply with requirements may be disqualified for up to twelve months, with failure by one adult member potentially disqualifying the entire "assistance unit" (a person or group whose needs and income are considered for aid). The DHS is authorized to use funds from the Hawaii Hurricane Relief Fund for this purpose, with the stipulation that these funds must be reimbursed by federal funds or a general fund appropriation in the subsequent legislative session.
