This bill allows the Department of Human Services (DHS) to provide public assistance to eligible residents during a state of emergency declared by the Governor, even if they don't qualify for other existing programs. To be eligible, individuals must be residents, provide a Social Security number or proof of application, and meet income criteria. Those between 18 and 65 years old who are determined to be needy, unable to meet federal Supplemental Security Income (SSI) eligibility, and unable to engage in substantial gainful activity (meaning work that earns at least the amount set by the Social Security Administration's guidelines) due to the emergency can receive this assistance. The amount of general assistance will not exceed the monthly federal SSI benefit for the State. The bill also permits the DHS to use funds from the Hawaii Hurricane Relief Fund for this purpose, with the understanding that these funds will be reimbursed by federal funds or a general fund appropriation.
