This bill requires the Higher Education Policy Council to create rules that prevent state funds from being used for "low-earning outcome degree programs," which are defined by federal law (specifically, section 84001 of Public Law No. 119-21) as programs that don't lead to good job prospects or high salaries for graduates. These restrictions would apply to various forms of funding, including student financial aid, operational costs for colleges, specific grants, and even money for buildings. The Council must also annually review federal updates on these low-earning programs and report to the legislature on which programs are prohibited, how these prohibitions are being enforced, and the financial impact of these changes. Furthermore, local governments are also prohibited from using their public funds for these same low-earning degree programs.
