This bill allows certain counties in Tennessee, specifically those with a population under 341,500 (excluding those with a metropolitan government), to pass a resolution that prevents municipalities or regional zoning commissions from enforcing zoning rules, which cover development, infrastructure, and land use, outside of the municipality's official boundaries. If a county adopts this resolution, any existing zoning outside municipal limits becomes void, though counties and municipalities can still make agreements to manage ongoing projects or transition processes, and developers can be part of these agreements with approval. Furthermore, in counties that adopt this measure, if someone applies for a plat, site plan, or building permit for property outside a municipality but within its "urban growth boundary" (an area designated for potential future expansion), they must declare if they want the property annexed by the municipality; if they do, they must build to the municipality's standards, and if they don't, the county will record this declaration, making the property ineligible for annexation until an agreement is made to pay a special assessment to bring it up to municipal infrastructure standards.
