The bill also clarifies that counties and municipalities can still enter into agreements for ongoing projects or to manage the winding down of existing obligations, and developers can be part of these agreements with the approval of both governing bodies. This provision specifically applies to counties with a population under 341,500 (based on the 2020 census or later) and does not affect counties with a metropolitan form of government, while still permitting counties and municipalities to form interlocal agreements for other legal purposes.
